he Recycling Public Advisory Council (RPAC) advises DNREC and the Delaware Solid Waste Authority (DSWA) on all aspects of recycling. Specifically, RPAC:
- Provides advice and recommendations to DNREC and the DSWA on their recycling outreach activities
- Develops a methodology for measuring recycling rates
- Advises the development of DNREC’s Recycling Assistance Grant criteria and selection of applications
- Reports to the Governor and the General Assembly on the annual status of recycling activities in Delaware

About RPAC
RPAC was re-established in September 2006 by the Governor’s Executive Order No. 90. Order 90 (which replaced Executive Order 82 from 2000) has increased RPAC membership to 11 seats, allowing for the addition of two public or community interest seats. Executive Order 90 also progresses the former recycling diversion rate goal from 30 percent of residential solid waste to 51 percent of municipal solid waste. And, it mandates RPAC to use the EPA’s definitions of "recycling" and "municipal solid waste."
Members are appointed by the Governor. Current RPAC members are:
BJ Vinton, Citizens Solid Waste Solutions Commission
Wallace Kremer, Delaware Environmental Alliance for Senior Involvement
Patricia Todd, League of Women Voters
Pasquale Canzano, Chief Operating Officer, Delaware Solid Waste Authority

James Werner, Director, DNREC Division of Air and Waste Management
