This final report documents the air emissions inventory of pollutants that contribute to the formation of ground-level ozone. The pollutants, which are precursors to ozone, include: volatile organic compounds (VOCs), oxides of nitrogen (NOx), and carbon monoxide (CO). The inventory covers all sources of these pollutants in Delaware for 2002, including point, non-point, on-road, and non-road sources. The 2002 ozone precursor emissions inventory serves as the base year inventory for the Federal 8-hr. ozone standard. Delaware currently exceeds the standard. Reduction targets to meet the standard by 2009 are based on this inventory.
