This final report documents the air emissions inventory of PM2.5 (fine particulate less than or equal to 2.5 microns in size) and precursor pollutants that contribute to the formation of fine particulates. The pollutant precursors include: sulfur dioxide (SO2), oxides of nitrogen (NOx), ammonia (NH3), and volatile organic compounds (VOCs).The inventory covers all sources of these pollutants in Delaware for 2002, including point, non-point, on-road, and non-road sources.The 2002 PM2.5 and precursor emissions inventory serves as the base year inventory for the Federal annual PM2.5 standard. New Castle County currently exceeds the standard. Reduction targets to meet the standard by 2010 are based on this inventory.
