DNREC’S POLLY DRUMMOND HILL YARD WASTE SITE WILL CLOSE FOR MAINTENANCE SEPT. 28 – OCT. 2 - DNREC’s Polly Drummond Hill Road Community Yard Waste Demonstration Site will temporarily close for maintenance activities beginning Monday, Sept. 28 through Friday, Oct. 2 and will reopen at 8:30 a.m., Saturday, Oct. 3. The Polly Drummond Hill yard waste site is located in the Pike Creek area on Polly Drummond Hill Road, about a half-mile north of the Kirkwood Highway. New Castle County residents wishing to drop off yard waste when the Polly Drummond Hill Road site is closed can take yard waste to one of several alternatives, including DNREC’s other two drop off sites and businesses in New Castle County that provide yard waste services. NATIONAL POLLUTION PREVENTION WEEK SEPTEMBER 21 – 27  ENCOURAGES EFFORTS TO PROTECT THE ENVIRONMENT - During National Pollution Prevention Week, Sept. 21 – 27, the Department of Natural Resources and Environmental Control is encouraging all Delawareans to join the growing movement of people who have adopted pollution prevention practices in their daily lives. Many pollution prevention practices are simple and easy to do – use reusable plates and utensils, replace inefficient incandescent bulbs with compact fluorescent ones, carpool when possible and use reusable grocery totes instead of paper or plastic ones – to name a few. UPCOMING AIR AND WASTE-RELATED HEARINGS, MEETINGS & EVENTS:

PUBLIC WORKSHOP - AMENDMENTS TO REGULATIONS 1124 AND 1138 - The Air Quality Management (AQM) Section will conduct a series of public workshops, one in each county, for the planned adoption/revision of the six standards. The planned amendments include the adoption of two standards into Regulation 1138, Emission Standards for Hazardous Air Pollutants for Source Categories and the revision of four standards in Regulation 1124, Control of Volatile Organic Compound (VOC) Emissions.  Because all six standards apply to stationary sources that apply surface coatings to parts and products, AQM will present information on all of the standards during each workshop, rather than conducting separate workshops for each different standard. The following is a listing of dates, times and locations for each county:

PUBLIC HEARING REGARDING THE PROPOSED REVISION TO THE STATE IMPLEMENTATION PLAN FOR THE ATTAINMENT AND MAINTENANCE OF THE NATIONAL AMBIENT AIR QUALITY STANDARDS FOR OZONE BY REVISING 7 DE ADMIN CODE 1142 (I.E., REGULATIONS GOVERNING CONTROL OF AIR POLLUTION NO. 1142) SECTION 2.0 – CONTROL OF NOX EMISSIONS FROM INDUSTRIAL BOILERS AND PROCESS HEATERS AT PETROLEUM REFINERIES - The Air Quality Management (AQM) Section will conduct a public hearing on a proposed revision that when finalized, will revise emission limits for 3 boilers in Valero Refinery at Delaware City.  DNREC believes that the new limits are adequate for achieving necessary and timely NOx emission reductions that will aid Delaware attainment of the ozone standards.  The public hearing will be held on September 30 at 6:00 p.m. in Conference Room A, DNREC’s Office at 391 Lukens Drive, New Castle.  For more information, please contact Frank Gao at (302) 323-4542 or Ron Amirikian at (302) 739-9402 or visit: http://www.dnrec.delaware.gov/Lists/Public%20Notices/DispForm.aspx?ID=523&Source=http%3A%2F%2Fwww%2Ednrec%2Edelaware%2Egov%2FLists%2FPublic%2520Notices%2FAllItems%2Easpx

BROWNFIELDS DEVELOPMENT PROGRAM – The Division’s Brownfields Development Program encourages the cleanup and redevelopment of vacant, abandoned or underutilized properties which may be contaminated. A party seeking to develop such a property negotiates with the Division's Site Investigation and Restoration Branch (SIRB) for a Brownfields Development Agreement (BDA) or a Brownfields Voluntary Cleanup Program (VCP) Agreement to perform an investigation and, if necessary, a remedial action or remedy, for the purpose of addressing the risks posed by past releases of hazardous substances at these sites. FINAL PLAN OF REMEDIAL ACTION FOR THE KRIEGER FINGER PROPERTY SITE (DE-1067) - The Site Investigation and Restoration Branch (SIRB) has adopted a plan to clean up the Krieger Finger Property site southeast of the corner of S. AIR QUALITY MANAGEMENT PERMITTING PROGRAM – Notice has been given that the facilities listed below have submitted applications for air quality management permits. The applications, the “draft/proposed” permits, all materials that the applicant has submitted (other than those granted confidential treatment under DNREC rules), and a copy of summary of other materials, if any, considered in preparing the “draft/proposed” permit may be inspected at the offices of the Division of Air and Waste Management, 156 S. TITLE V SYNTHETIC MINOR PERMIT APPLICATIONS – The following companies have submitted applications:

A public hearing concerning the above permitting actions will not be held unless the Secretary of DNREC receives a request by September 22, 2009.

  • Eagle Group (Metal Masters Foodservice Equipment Company, Inc.) has submitted an application, pursuant to 7 DE Admin. Code 1102, Section 2.1, 11.2(i), and 12.3 for permit amendment at 100 Industrial Blvd., Clayton. 7 DE ADMIN. TITLE V MODIFICATION APPLICATIONS - Notice is hereby given that Delaware Solid Waste Authority’s Cherry Island Landfill having a facility at 1706 E. 12th Street, Wilmington, has submitted a request for  significant permit modification pursuant to 7 DE Admin. Code 1130, Section 7 for operating permit: AQM-003/00111-Renewal 1(Revision 1). Along with minor changes of permit conditions, this “draft/proposed” significant permit modification incorporates the conditions of an existing operating permit for two Low-NOx enclosed flares with a hydrogen sulfide pretreatment system.  A public hearing concerning the permitting action will not be held unless the Secretary of the DNREC receives a request by October 6, 2009.
