The Division of Air and Waste Management’s Emergency Prevention and Response Branch is responsible for all activities related to environmental emergencies, from planning to preventing to responding. The Branch is composed of three groups: Accidental Release Prevention, Emergency Planning & Community Right-to-Know and Emergency Response.
The Accidental Release Prevention (ARP) Group, formerly known as the Industrial Disaster Prevention program, provides protection for the lives and health of the citizens of Delaware by ensuring that companies with extremely hazardous substances have proper control plans and operations to prevent disasters.

The Emergency Planning & Community Right-to-Know Act (EPCRA) Group operates the Emergency Planning and Community Right-to-Know Program which requires the reporting of production, storage, and uses of hazardous chemicals and releases of these hazardous chemicals.

The Emergency Response Group responds statewide 24 hours-a-day to oil spills, hazardous material incidents, and weapons of mass destruction events. The Group also coordinates responses with local fire departments and various local, state, and federal agencies.
